James D. Carson, P.E.

James Carson has over 30 years of experience covering all aspects of the water utility business. His experience includes overseeing the operations, planning, design, contracting, project start-ups, and customer service for several water systems in Northern and Central California. These systems ranged in size from 500 to 15,000 customers. As a District Manager, he was responsible for the day- to-day operations and customer service functions for the cities and communities of Clearlake, Rancho Cordova and Bay Point. As an Engineering and Planning Manager, he was responsible for creating system master plans and developing innovative solutions to meet the water supply and water quality requirements for each system.

As an Engineering Consultant, his experience includes providing District Engineer support, design of water wells, reservoirs and booster stations along with their associated start-up.



James A. DeHart, P.E.

James DeHart has over 20 years of designing electrical and control systems for municipal water systems. His experience covers all aspects of electrical design including developing process and instrumentation diagrams, single line diagrams, control diagrams, site layout drawings, and bidding specifications for construction. His projects have included standby power systems involving both diesel and natural gas powered generators and the associated automatic transfer switches. He has also assisted water utilities with the issue of arc flash including designing mitigation to reduce arc flash hazards.

In addition to design, Mr. DeHart has been responsible for providing services during construction such as reviewing contractor submittals, responding to contractor inquiries and start-up and testing activities.


Christine Rice, P.E.

Christine Rice has 4 years of civil engineering experience including design of reservoir and pump stations, wells, treatment systems, and pipelines. In addition, she has worked on developing a water master plan, feasibility and pilot studies for various treatment systems, disinfection of compromised water systems, and environmental documentation for various projects. Christine is currently an active member of the Society of Women Engineers, American Society of Civil Engineers, Engineers Without Borders, and Sacramento Area Water Works Association. 

Armando Martinez

Armando Martinez started at Affinity in the summer of 2016 as a recent graduate in Civil Engineering and has already integrated himself as a key team member for several projects including well rehabilitation, well design, water system planning, and environmental documentation.
